摘要
土地督察制度,自国务院2006年颁布确立以来,至今已有8年的时间。不可否认,在这一段时间里,土地督察制度的确在一些层面上发挥了一定的作用。然而,与之对应,不可避免地,土地督察制度在实践过程中也暴露出了相当的疏漏和缺陷。以下,结合中国土地督察制度的进程,详细分析土地督察制度所存在的问题。针对这些问题,进一步研究讨论,提出可行性的改进建议,希望能够对中国土地督察制度的未来发展提供参考和借鉴。
The Chinese Land Supervision System has been existing for eight years since the promulgation and establishment by the State Council in 2006. Undeniably, in this period of time, the system indeed plays a role in some aspects. However, on the opposite, inevitably, the considerable defects of this system are also exposed in the process of practice. The paper, in combination with the process of the system implementation, analyzes in detail the existing problems of the system, researches and discusses these problems, gives some feasible suggestions for improvement measures, in hope of offering reference for the future development of China Land Supervision System.
