Problems and Suggestions in Setting up of the Substations of the Animal Health Supervision Institute

动物卫生监督分所承担着最基础的检疫监督工作,在落实各项检疫监督措施中发挥着不可替代的作用。本文通过分析在设立动物卫生监督分所过程中遇到的法律地位和执法主体不明确、人员身份无法界定等一些不可忽视的问题,提出了明确执法主体地位、厘清职责、适当授权的建议。

The substations of animal health supervision institute undertake the most basic quarantine supervision work and play an irreplaceable role in implementing the quarantine supervision measures. At present,some problems have been met in the process of setting up substation of animal health supervision institute which could not be ignored and need to be solved urgently. In this paper the problems existing in the substation setting up were analyzed,and some suggestions were put forward.
