摘要
通过分析2000年以来浙江R&D经费投入情况,全面把握浙江R&D经费投入发展趋势,认为存在R&D经费投入和地方财政科技拨款投入增速放缓、经费来源和支出均以企业为主、过分重视技术研究与开发、人均R&D经费水平较低等问题,进而提出坚持优先保障R&D经费投入、健全科技创新体制、进一步优化资金结构、进一步提高人均R&D经费水平等政策建议。
By analyzing R＆D funds investment of Zhejiang Province in 2000 -2012, the paper gets the development trendof R＆D funds investment and makes the conclusion ： the growth rate of R＆D funds investment and local financial appropria-tion for science and technology declines; enterprises are the main source and object of R＆D funds investment; more focusesare put on research and development of technology; there is low R＆D funds investment per capita. The policy recommenda-tions are as follows： R＆D funds investment must be guaranteed preferentially; the science and technology innovation systemshould be improved; the funds structure should be further optimized; the level of R＆D funds investment per capita shouldbe improved.
