Analysis on Relevance Traits among Stakeholders of CCS Projects and Their Regulations

根据CCS工程实施过程中各利益相关方的权力和利益特点建立权力利益解析矩阵,对其责任和义务及其关联性进行深度剖析。在此基础上,对比分析欧盟、美国等发达国家CCS利益方政策,由此分析我国现有CCS项目利益方相关法律规定的特点、不足和缺失状况。研究的政策含义:明确CCS利益相关方的责任和义务要求;建立资质认定和管理评价机制,完善CCS工程监管体系;建立政策激励机制,实现利益相关方多方共赢;完善工程信息披露机制。

In order to clarify the rights and obligations of each stakeholder in the carbon capture and storage （CCS） pro- ject, this paper establishes power/interest matrix, describes and analyses obligations, responsibilities and the relevance traits of each type. On the basis, this paper comparatively analyses CCS project stakeholders regulations of European U- nion, the United States of America, Canada, Australia, and summarizes the characteristics and shortcomings of China. The paper gives suggestions： specifying the responsibility and obligation requirements of CCS stakeholders; establishing project developers＇ accreditation and management evaluation mechanisms, and further improving the CCS project supervision sys- tem ; establishing interest - based CCS stakeholders＇ incentives to achieve win - win situation ; Improving project information disclosure mechanism.
