摘要
混合所有制是指不同所有制产权间的交融混合。混合所有制有宏观与微观两个层次,前者反映不同所有制经济的共同存在,后者指企业中公私不同产权间的相互融合。推进混合所有制的发展,需要解除"国资流失"、"羊入虎口"等多种疑虑,需要让企业人事制度改革,包括董事长与总经理职权关系的厘清、国资代表权力的落实、奖惩与内外监管制度完善等在内的企业法人治理结构的完善。
The mixed ownership refers to the blend mixture between different ownership property. Mixed ownership have macro and micro levels, the former reflects the common existence of different sector of the e- conomy, or the basic economic system of the special structure, the latter refers to the enterprise and private property between the different. To promote the development of the mixed ownership, it is necessary to remove " loss of state-owned assets ", " The sheep into the most sought-after " etc. The mixed ownership is not al- ways helpful, but require the cooperation of the reform of the internal mechanism of state-owned enterprises, choose the reform of Enterprise personnel system, the market choice of the operator as a breakthrough for the development of reform, which will drive the the improvement of the enterprise as a legal person governance structure which include clarification of authority relationship between Chairman and general manager, the implementation and rewards and punishment of the power of representative of state assets?, the perfection of internal and external supervision system, etc
