摘要
随着我国产业结构调整和社会转型发展,加快面向产业工人实施继续教育的重要性和迫切性日益凸显。一方面,继续教育在产业工人中的需求和发展空间巨大,另一方面产业工人接受继续教育存在自身能力不足和外部环境不健全的诸多问题。因此,应建立健全产业工人继续教育的双力驱动机制,发扬工会和劳模在产业工人继续教育中的组织和示范作用,制定具有长久性、稳定性的一系列全面、协调的政策、法规制度及有效的产业工人继续教育激励政策,同时要注意引入市场机制,充分发挥市场的灵活性与资源配置能力,才能促进产业工人继续教育事业的可持续发展。
Along with the development of industrial restructuring and social transforming in our country, it is increasingly urgent and important to speed up the implement of continuing education for industrial workers. On one hand, there are huge demands and development space in the industrial workers in China. On the other hand, there are many problems in this field, such as workers' incompetence, imperfect external mechanism, and so on. Therefore, a double driving mechanism should be established and im- proved to facilitate the continuing education for industrial workers, a series of long - term and stable policies of overall coordination and incentive should be introduced. In the meantime, the market mechanism should be introduced and give full play to it role of resources distribution so as to promote the sustainable development of continuing education for industrial workers.
