军队党管干部与发扬民主问题及对策探析

中央新颁布的《党政领导干部选拔任用工作条例》呼唤军队要制定新的干部制度政策。军队是党绝对领导下的武装集团,在革命战争年代就注重发扬军事、政治、经济民主,但在新形势下,军队必须以强军目标为指引,正视坚持党管干部与发扬民主存在的问题,从两者关系、完善制度、文化熏陶、实践检验等方面来加强和推进军队党管干部与发扬民主的有机统一。

＂Party and government leadership cadre selection and appointment regulations＂ on the work recently issued by the Central Committee of the CPC calls for new army cadres policy measures. The army is the armed group under the partyrs absolute leadership. The army had emphasized promoting military, political, and economic democracy in the revolutionary wars. Under the new situation,we must take strengthening army force as guidance, and face the problems between disciplining the army party cadres and insisting the democratic system, so as to develop the organic unity between the two from the aspects such as clarifying their relationships, perfecting the system, culture influence practice test.
