浦东社会组织发展的实践及经验

On Experiences of Growth of Social Organizations in Pudong, Shanghai

近年来,上海浦东采取转移政府职能,让渡社会组织发展空间;推进政社分开,增强社会组织的自我发展能力;推进政社合作,为社会组织发展提供资源支持;创造孵化机制,探索培育社会组织的新模式;制定一系列扶持政策,确立发展社会组织的制度基础等举措,促进了社会组织的快速发展。浦东发展社会组织有三条重要经验:以建立新型政社合作关系为目标的切合国情的模式定位、选择性支持的发展策略和多元化手段并用的管理策略。

In recent years, Social organizations have developed rapidly in Pudong It is credited with the following measures： transfer government function to extend development space of social organizations; separate society from government to strengthen the self development ability of social organizations; promote the partnership between government and society to provide resource support for the development of social organizations; create the mechanism of incubation to explore the new cultivation mode of social organizations; make a series of support policies to establish system foundation for developing social organizations. Pudong has the following experience in developing social organizations： the mode localization applicable in China＇ s contexts to establish the new type of cooperation relations between government and society is applicable in China＇ s contexts;the development strategy of selective support; a mixture of diversity means in the control strategy
