中国能源安全及对策

China's Energy Safety and Countermeasures

随着世界能源格局的新一轮变革,能源供应和生产格局同时呈现"多极化"、"多元化"局面,能源权力中心分散化越明显。作为世界能源生产、消费和贸易大国的中国,能源的安全问题面临对外贸易依存度持续走高、运输安全不确定性因素增加、能源地缘政治经济环境更复杂、能源外交等诸多挑战。本文从协调能源消费大国之间关系,加强能源进口供给多元化和油气进口基础设施建设,做好能源安全的区域战略布局,高效开发页岩气等可再生能源,推动能源价格市场化改革以及提升国际能源话语权等方面,提出了世界能源新格局下我国加强能源安全的对策。

The changing global energy pattern has caused the multi - polarization and diversity in energy supply and production simultaneously and made the decentralization of energy power more apparent. China, a super power in world energy production, consumption and wade, is facing various challenges in energy security, like the rising dependence on foreign trade, transportation security, complicating political and economical situation and energy diplomacy, etc. This article presents some measures to strengthen China＇s energy security from dif- ferent perspectives, such as the coordination of the relationships among major energy comumers, the construc- tion of diverse importation of energy and infrastructure facility of gas and oil importation, strategic regional lay- out in energy security, efficient exploitation of renewable resources like shale gas, the market- oriented reform on energy price and measures to enhance the discourse right in international energy field.
