集体土地产权制度改革框架构想

Ideas on the Reform Framework of Collective Land Property Rights System

中国任何一次伟大变革都不可能不涉及到人类赖以生存和发展的土地,党的十八届三中全会发起的新一轮全面深化改革,将土地制度改革聚焦于广袤辽阔的农村集体土地。农村集体土地制度改革的方向应是"钢化"集体土地所有权,核心应是重塑集体土地所有权的行使主体,重点应是经营性集体建设用地产权使用权改革,突破口应是农村宅基地使用权的改革。要保障依上述思路进行的这轮土地产权制度改革的成功,必须构建起和谐统一的集体土地制度体系,完善农村社会保障体系,在弱化土地征用制度的同时,加强政府对集体土地的监管和调控等。

Any great revolution in China inevitably involves the land that human relies on to survival and to develop. The third plenary session of the 18th CPC Central Committee launched a new round comprehensive reform, which has focused on the land system reform of vast rural collective land. The direction of the land system reform should be ensuring the unchangeable ownership of the rural collective land ; the core is to reshape the main exercised body of rural collective land ; the emphasis of the reform should he on the reform of the use right of the operating collective construction land property; the breakthrough is the use right of rural homesteads. To assure the success of the reform, we must build up the harmonious and unified the systems of collective land with perfect rural social security system, and strengthen the government＇s supervision and regulation of collective land while the land requisition system is weakened.
