The Use of Sport Capital in Three Commonwealth Countries

采用文献资料法,结合澳大利亚、加拿大和英国的经验,探讨其体育资本的运用。认为体育资本概念的核心为"社会资本",引入社会资本的概念作为公共利益的具体抓手,有助于现实中更好地规范体育发展方向,还有助于吸纳更多的社会组织作为参与者或代理人。现实中体育资本的运用,主要是发展竞技体育以提高社会凝聚力,以及支持民间体育组织以创建公民社会;体育资本的运用有助于增强体育更广泛的社会影响力,但其运用是以志愿精神为价值取向和必要条件的,是需要时间克服现实障碍的。

Literature was reviewed to interpret sport policies of Australia, Canada and the UK, to analyze how social capital is to be located in the sport policies. Sports policy arguments focus on the public interest, but the public interest is too broad and uncertain- ty. The introduction of the concept of social capital as the gripper of public interest, help to better regulate the sports policy in real- ity, also helps to absorb more social organization as a participant or agent. Sports policy, introduced the social capital, can make the legalization of public funding of competitive sports, legalize public funding of folk sports organizations, and expand the sports policy effect, helps to enhance the legitimaey of the sports policy in the broader dimensions. But the social eapital concept into the sports policy is based on value of volunteerism, it is needed to overcome the realistie obstacles.
