摘要
目前,我国已经进入了全面建成小康社会的决定性阶段,对资源型城市的产业转型提出了新的要求,迫切需要统筹规划、协调推进。根据对我国资源型城市产业转型效果的分析,可以看出,这一进程既有着成功的经验,也存在着诸多瓶颈问题,从资源接续、资源替代等资源型城市转型模式来看,虽然以产业结构的部分调整扭转了资源型城市步入衰退周期的局面,但是,产业结构尚属低层次之列,较低层次的产业发展水平和内在结构,导致了城市布局建设和内在功能仍不合理。基于此,资源型城市产业转型的创新路径,应依托于其内在功能与外部区域的耦合。具体而言,应充分发挥资源型城市内在的主要功能,既体现资源型城市的性质,突出并充分发挥传送带功能,又要围绕资源型城市的主要功能,协调发挥城市的多种功能,走出包容性和差异化并重的新路径,推动生态、经济、社会的全面转型。
Industry transformation of resources city is a difficult problem in the world. In our country, promote resource-based city industry transformation, to achieve sustainable development, for the maintenance of national energy resources security, to promote the new industrialization and new urbanization, promote social harmony and stability, national unity, build a resource-saving and environment-friendly society of great significance. At present, China has entered a crucial stage fully build well-off society, put forward new requirements for industry transformation of resources city, the urgent need to co-ordinate the planning, coordination and promotion. Based on this, this paper detailed combing the literature on the evaluation of the main, through the transformation of resource-based city industry in China and analysis, summed up the existing bottleneck, and puts forward the path choice of innovation.
From the old model, basic resources type city of our country is the formation of resources, the survival and development of resources. In the process of development, resource type city came to depend on the path for the resource industries, look from this angle, the transformation process is developed by a certain mineral resources to the development of another kind of renewable resources. However, most from the transition effect of Resource-based City, the old model has the defects, can not take into account the various problem fundamentally. Innovation mode of t. Innovation mode of transformation of Resource-based City, is to get rid of the dependence on mineral resources, innovation and constantly improve the city management system and operational mechanism, to find the city internal functions to further optimize the advantages, internal functions for city transformation required to provide support force, and to seek support from outside the region of strong power, boost resource-based city industry transformation.
Based on the above analysis, industry transformation of resources city of the future path of innovation mainly includes the following four aspects : ( 1 ) the core transition path.
