排除市场壁垒须推倒“五门” 建构五位一体制度体系

排除市场壁垒,就是要把政府扛在自己身上原本属于市场的权力完璧归赵。只有破除政府制造的"暗门"、"偏门"、"后门"、"旋转门"、"玻璃门",才能真正解决政府管理经济权力非正当设置、非理性行使、非规范运作的问题,将市场壁垒扳倒出门。排除"暗门",须构建涵盖四级政府的权力清单制度体系;堵住"偏门",须完善统一规范的行政许可制度;取缔"后门",须构建审批流程标准制度;关闭"旋转门",须构建政企政社无利益瓜葛制度;剔除"玻璃门",须构建监管规范标准制度。

To eliminate market barrier is to return the power occupied by the government to the market, to which it originally belongs to. Only by eliminating ＂An Men＂, ＂Pian Men＂, ＂Hou Men＂, ＂Xuanzhuan Men＂ and ＂Boli Men＂ set by the government, can the problems that government improperly sets, irrationally exercises, non--standardly operates economic power be truly handled, and the market barrier be removed. To get rid of ＂An Men＂, we shall introduce a power list system covering government at four tiers. To block ＂Pian Men＂, we shall improve a united and standard- ized administrative licensing system. To prohibit ＂Hou Men＂, we shall set up a standardized approval process. To close ＂Xuanzhuan Men＂, we shall construct a system that the government and enterprises have no link of interests to each other. To abolish ＂Boli Men＂, we shall introduce a proper supervision system.
