简政放权重在落实--基于山东省某市行政审批效能的实证研究

Streamlining Administration and Instituting Decentralization Should Focus on Implementation——An Empirical Research of the Administrative Examination and Approval Efficiency of A City in Shandong Province

为客观了解行政审批制度改革的实际效果,本研究引入第三方专业调查机构作为调查评价主体,以行政相对人作为调查评价对象,围绕"效能"这一主题,对山东省某市政府各职能部门的行政审批行为进行调查评价。研究发现,简政放权过程中存在行政审批事项"打包"现象严重、重审批轻监管、中介机构管理不规范、政府信息公开有失片面、监督力度不够等问题。本研究对这些问题进行了深入的探讨和分析,并在此基础上提出了针对性的对策建议。

In order to objectively understand the actual effect of decentralization, this research took a third party professional research institution as the evaluation subject, the administrative relative persons as the investigation object, used the professional investigation methods, developed a scientific evaluation index system, and conducted an evaluation on administrative examination and approval around the theme of ＂efficiency＂ for the government department in a city of Shandong province. The results showed that there existed several problems in the process of streamlining administra- tion and instituting decentralization such as： administrative examination and approval ＂packaging＂ phenomenon was serious; attaching importance to the examination and approval but ignoring the regulation; intermediary institutions management was irregular; the government information publicity was incomplete; supervision strength was not enough. This research carried on the thorough discussion and analysis of these problems, and on this basis, put forward the corresponding countermeasures and suggestions.
