政策网络视角下的府际联动--基于重庆地票政策执行的案例分析

Intergovernmental linkage From the Perspective of Policy Network——Based on the Case Analysis of Chongqing Land ticket Policy Implementation

文章在经验调查的基础上,通过对地票政策前后两个截然不同的执行境遇的案例分析,指出政策执行顺利与否的关键在于,是否通过有效的机制撬动了作为政策执行主体的府际之间的协同合作。由于政策执行主体是一个由多种府际关系构成的复杂网络,必须通过利益交换、行政考核、资源调配、统筹兼顾等政策工具综合运用才有可能实现整个政策网络的互动,最终实现政策的顺利执行。在"项目治国"的背景下,条条的项目资源日益增多,这些项目的最终落实无一例外都要通过块块。条块之间尤其是斜向的条块之间的协作,是府际联动的一个关键点。

Based on the empirical investigation, this article compared two periods＇ land ticket policy implementation situation, and indicated that the key of policy implementation smooth whether or not lied in through effective mechanisms levera ging intergovernmental coUaboration.Since the policy implementing subjects were a complex network constituted by a variety of intergovernmental relations, so must integrated use the policy tools, such as the exchange of interests, admin istrative assessment, resource allocation, co--ordination and balance to comply the successful policy implementation ul- timately.Under the context of＂ project governance＂, the departments＇ project resources is increasing, but the project implementation must through the regions finally. Collaboration especially between the oblique departments and regions is a key point to the inter^overnmental linkage.
