摘要
从老旧危房的历史成因入手,分析老旧危房的质量责任和赔偿问题,提出老旧危房的监测、排查、鉴定、加固措施,探索建立长效机制解决老旧危房的鉴定和加固问题。提出应由政府对老旧危房进行监测排查,通过市场化运作,以产权人为建设方,基层政府组织、住房和城乡建设行政部门指导,多方筹措资金,进行鉴定和加固。同时,在现有条件下,通过推进建筑质量保险机制来解决资金来源问题,对新建项目重视耐久和安全问题,并探索超出设计寿命建筑的监测、鉴定和加固机制。
