土地流转视角下农村土地银行运作机制研究

Operation Mechanism of Rural Land Bank under the Perspective of Land Transfer Research

通过分析国外土地银行的形成机制、运作模式和发展机理,厘清我国土地银行与土地储备的差异,借鉴国外先进的土地银行运作经验,形成土地银行、农村土地整理机构和土地交易所三者有机组合的农村土地银行运作平台,通过探索三权分离流转模式、灵活处理农村土地抵押、完善土地产权和登记制度、建构农业保险体系等措施,将零散土地集聚,促进农地流转,推进规模经营,提高土地产出率和资源利用率。

Through the analysis of the formation mechanism, operation mode and development mechanism of foreign land bank, clarify the differences between our land bank and land reserves, learn from the advanced experience of foreign land bank operations, and establish an operating platform for rural land bank on an organic combination of land bank, rural land consolidation agency and land exchange. Through exploring the transfer mode of separation of three powers, flexibly handle rural land mortgage, improve the land property rights and registration system, and construct agricultural insurance system, in order to collect scattered lands, promote agricultural land transfer, enlarge the scale operation, and increase land productivity and resource utilization.
