Ruling the Country by Law and Promoting the Modernization of State Governance

依法治国与国家治理是相互作用、相辅相成的关系。依法治国是推进国家治理现代化的重要内容和主要途径,而推进国家治理体系和治理能力现代化,核心是要推进国家治理法治化。坚持和实行依法治国,可以从宪法、法治、立法、依法执政等多方面推进国家治理现代化和法治化。为此,应当根据推进国家治理现代化的改革总目标,强化法治权威和良法善治,加强人民代表大会制度建设,完善法律体系,加强宪法和法律实施,推行法治建设指标体系,在加快建设法治中国进程中推进国家治理现代化。

Ruling the country by law and state governance are in an interactive and complementary re- lationship with each other and they are two different means to the same end. Ruling the country by law is an important content of as well as the main means for achieving the modernization of state gov- ernance whereas the core of promoting the modernization of the system and capacity of state govern- ance is to bring the state government into the orbit of the rule of law. To adhere to and implement the principle of ruling the country by law, China should promote from the constitutional, legislative and other perspectives the modernization of state governance and bring it into the orbit of the rule of law. To this end, China should enhance the authority of the rule of law, promote good laws and good gov- ernance, speed up the construction of the people＇ s congress system, improve the system of law, strengthen the enforcement of the Constitution and laws, and implement the system of indicators of construction of rule of law in accordance of the overall reform target, and realize the modernization of state governance in the process of accelerating the construction of the rule of law in China.
