公共权力运行公开化的公共组织路径研究

On Public Organizational Approaches to Open Operation of Public Administrative Power

公共权力是社会公共事务管理的基础,而公共权力的运行又是依托于公共组织。但是,公共组织的内在张力阻碍了公共权力的运行公开化和公共利益追求,如公共权力公共性与组织效率的张力、组织层级制与民主参与的张力以及公共权力的公共责任与组织碎片化的张力等。公共权力运行公开化的公共组织路径主要包括回归公共组织的公共性原则、推进公共组织的结构性变革以及重塑公共组织的责任性机制。

Public power is the basis of managing social and public affairs,whereas the operation of public administrative power is based on the implementation of public organization. However,the inherent tension within public organizations hinders the open operation of public administrative power and the pursuit of public interests,such as the tension between the publicity of public administrative power and efficiency of the organizations,the tension between the organizational hierarchy and the democratic participation,and the tension between public responsibility of public administrative power and the fragmentation of organizations. The public organization routes of power operation openness mainly include the public principle of returning to the public organizations,the structural reform of public organization promotion,and the responsibility mechanism of remolding the public organizations.
