What Can the "Six Projects" Bring to Africa?—The long-term strategic thinking of Sino-African Economic and Trade Cooperation

李克强总理访非期间提出的中非合作六大工程是中国政府立足中非各自的发展现状、着眼于未来的长远规划。六大工程能否顺利实施、平稳推进,不仅会对未来中非关系产生影响,也会对中国和非洲未来的经济社会发展产生影响。中国在推进六大工程进程中应特别关注以下问题:六大工程与中非双方相关战略规划的对接;对六大工程最适宜落户国的系统调研:慎重推动"资源换项目"之粪的合作模式:大型基础设施项目的前期融资、后期运营和环保:引导和推动赴非投资企业的转型升级。

The six major Sino-Africa Cooperation projects proposed by Premier Li Keqiang during his visit to Africa are long-term planning made by Chinese government based on the development status of the two sides and consideration of the future. Whether the six major projects can be implemented and promoted smoothly will not only influence the future Sino-A_frican relations but also have an impact on their future economic and social development. In carrying forward the six projects, China should pay particular attention to the following issues： the link between them and relevant Sino-African strategic planning; systematic investigation of the countries most suitable for implementing them; being careful about cooperation modes, such as the ＂resources for projects＂ mode; financing and operation of large infrastructure projects, and environmental protection needed; guiding and encouraging the transformation and upgrading of enterprises investing in Africa.
