Discussion on the perfection of current standard and risk pre-control based on sustainable development

介绍我国水利水电工程行政性、技术性法规颁布情况和工程安全与风险关系的基础上,进一步根据现行法规,结合作者二十多年来一直在基层一线从事水利水电工程建设、运行的风险监测、分析、管理与研究经验及近年国际国内学术会议的相关信息、文献,从可持续发展角度,对现行通用规范的完善与风险预控进行了探讨、提出了相关完善建议。

This paper introduced the issuing situation of administrative and technical regulation and the relationship between engineering safety and risk. According to current regulations, combined with the risk monitoring, analysis, management and research experience on the hydraulic engineering construction and operation of the author and the relevant information and documents of domestic and international academic conferences in recent years, discussed the improvement of the current general specification and risk pre-control, put forward some perfect suggestions.
