撤点并校下农村“双重留守儿童”问题及其对策研究——以广西柳城县太平镇小学的留守儿童为例

A Research on the Problems and Countermeasures of Double-Left-Behind Children under the Policy of Joining Schools in Rural Areas:A Case Study of Taiping Town Elementary School in Guangxi's Liucheng County

在撤点并校背景下,从交通安全与辍学率增多、所在学校日常管理面临众多难题、心理健康与教育更加严峻,学习效果难以保证、所在学校经费与教师编制严重短缺、亲情断裂和乡土认同迷失等方面,分析农村"双重留守儿童"问题及其产生的原因,提出政府应重新审订并调整撤点并校的政策、政府和社会应加大对农村寄宿学校的投入并改革管理办法、应设置专职的心理和生活教师岗位,实行家校联系制度和家长培训制度。

Under the policy of joining schools in rural areas,with the traffic safety problems and the dropout rate increasing,the daily management of schools is faced with numerous difficulties,such as severe psychological health and education,unpredictable learning ef-fects,a serious shortage of funds and teaching staff,fractured kinship,lost local identity and so on. By analyzing these problems and their reasons,this paper puts forward that the government should review and adjust these policies,the investment in rural boarding schools should be increased,reform management,set up full-time psychology and life teacher posts,implement the systems of home-school con-tact and parents training.
