大湄公河次区域合作新范式——湄公河流域中老缅泰执法安全合作机制建立研究

A New Cooperation Paradigm in GMS ——Reaching on Establishing Law Enforcement and Security Cooperation Mechanism among China, Laos, Myanmar and Thailand in the Mekong River

参与地区合作可以看成是一个处于上升阶段的发展中大国对国际社会应做的贡献。迫于近来日益紧张的地区局势,中国在较短的时间迅速做出决策,主导构建了大湄公河次区域中老缅泰执法安全合作机制,是中国与周边国家合作的开创性尝试。这种合作机制充分体现了东盟机制构建的"偏爱非正式、避免过度制度化、协商一致、与多边主义相容的双边模式"等特点。

As for a developing country, participating in regional cooperation can be seen as a contribution to theinternational community, especially in its rising phase. Due to the increasingly tense situation in this region recently, Chinatakes action promptly and leads to build up law enforcement and security cooperation mechanism among China, Laos,Myanmar and Thailand in the Greater Mekong Sub-Region, which is a pioneering attempt for China in cooperation withneighboring countries. This cooperation mechanism fully reflects some characteristics of ASEAN mechanisms such as“preference for informality, avoidance of excessive institutionalization, stressing consensus and proposing a bilateral modelcompatible with multilateralism”.
