产业链视域下旅游扶贫问题诊断及对策研究

The Problem Diagnosis and the Countermeasures Study on the Pro-poor Tourism in the Perspective of Industrial Chain

经过30年左右的努力,我国旅游扶贫取得了巨大的成就,但是大多数地区所实施的旅游扶贫战略成效并不明显,还存在许多问题,根本原因在于旅游扶贫产业的微观基础——产业链未能实现区域资源的有效整合,进而不能彰显旅游扶贫固有的功效。旅游扶贫目标的实现,既需要旅游扶贫产业链具有较强的价值创造能力,又要求旅游扶贫产业链具备较好的价值分配功能。从产业链的角度来看,我国旅游扶贫主要存在高附加值产业环节薄弱、核心旅游扶贫企业带动力不足、旅游扶贫合作不够、旅游扶贫产业功能单一、产业链短、旅游扶贫产业链本地化不足等问题,应积极培育核心旅游扶贫企业、加强旅游扶贫产业链整合、加快旅游扶贫产业链本地化、加强旅游扶贫区域合作。

With 30 years' efforts, China has made great achievement in pro-poor tourism. However, the effect is not obvious in most of regions and there still are many problems. The fundamental cause is that microcosmic basis of pro-poor tourism, the industrial chain, fails to achieve its effective integration of regional resources, thus have not successfully made the inherent effect of pro-poor tourism remarkable. To realize the goal of pro-poor tourism, the industrial chain of pro-poor tourism should obtain stronger abilities of both value creation and value distribution. From the view of industrial chain, some major problems still exist in the pro-poor tourism in China, such as the weakness on high value-added industries links, the inefficient driving force and cooperation from core enterprises, the monotonous function of the pro-poor tourism industry, the short industry chain and the inadequate localization. So some core tourism enterprises should be actively cultivated; the tourism industrial chain integration and the tourism regional cooperation need to be strengthened; the localization of the tourism industry chain should also be speed up.
