发展高原特色农业是云南省突出自身实际和自然条件优势,推进农业现代化、增强农业竞争能力、促进农民增收的有效举措。灌溉是现代农业发展的基础平台,通过分析水资源和灌溉设施现状,明确指出田间渠系在配套建设、建设投资、基础研究、技术指导等方面存在的"最后一公里"现象,并对高原特色农业主要作物田间灌溉研究与示范等提出对策与建议。
