摘要
城区老工业区产业层次低、土地利用粗放,用地结构不合理、基础设施落后,闲置土地盘活难、土地供需矛盾突出,产权关系错综复杂、历史遗留问题多。对城区老工业区进行改造实质是对城市存量土地的再开发利用。现行的土地政策法规主要是适应于新增建设用地的规范和管理,若完全照搬管理新增建设用地的政策来管理存量建设用地再开发,实践中遇到了一些政策掣肘。为了促进老工业区的改造和存量建设用地的高效利用,必须从完善用地手续、创新供地方式、丰富改造模式和明确收益分配等方面创新现行土地政策。
Low industry arrangement, extensive land use, unreasonable structure of land use, poor infrastructure, hard to revitalizing idle land, the obvious contradiction between land supply and demand, the complex property right relations, and many issues left over from history are the major problems that we face in reconstructing the old industrial areas. This paper argues that the current land policies and regulations mainly adapt to specification and management of newly-increased construction land, and there are some policy constraints on reconstruction of old industrial areas, because the reconstruction of old industrial park represents the redevelopment of urban stock land. In order to promote the reconstruction of old industrial areas and efficient utilization of stock land for construction purposes, we must improve the current land policy from developing land procedures, creating new ways for land supply, enriching reconstruction pattern, and making income distribution clear.
