土地开发经济可行性对规划实施影响及应对——以北京市昌平区北七家镇为例

摘要 在城市快速发展、区域规划实施周期长、涉及工作和利益关系复杂、成本投入大等现实条件下,土地开发经济可行性成为影响规划实施的重要因素。文章深入分析了土地开发经济可行性对规划实施的影响机制,提出早期介入、规划方案优化、土地开发整合统筹、土地上市交易优化决策、完善政策支持、加强部门协调管理六项应对方案。并以北京市昌平区北七家镇规划实施为例,分析其概况及土地开发情况,总结借鉴促进规划实施的经验,为完善规划实施管理、调控提供决策依据。 The rapidly development of city, the long implementation cycle of regional planning, the complicated relations of related work and interests, and high cost input have been the constituents of China's real conditions. In the real conditions, the economic feasibility of land development is becoming the important factors which influence the implementation of planning. This paper does deep analysis on the influence mechanism, and proposes countermeasures such as early intervention, planning scheme optimization, planning land development consolidation as a whole, optimization decision of land listing transactions, improving policy support, and strengthening the management of department coordination, Meanwhile, this paper also analyzes the planning implementation and land development situation in Beiqijia town, Changping district of Beijing; and uses the experience for reference, thus providing basis for decision making for improving planning implementation and management, as well as regulation.
