Thinking and Suggestion to the Reform and Development of Coal Geological Exploration Units

煤炭地勘单位在改革发展中面临着内部体制不顺、事企不分;探矿权获取困难;市场化程度发展不均衡;煤炭勘查市场萎缩;队伍结构单一,市场竞争能力弱等突出问题。应从以下方面做出努力:加大煤层气等煤系共伴生矿产勘查力度;积极拓展地质延伸业,探索多元化发展之路;主动"走出去",加强海外地质勘查市场开拓;不断深化体制改革,构建现代企业制度体系;优化人才队伍结构,建立合理的收入分配与用人激励机制;创造平等竞争的市场环境,建立优势互补、抱团发展的开放型地勘经济新格局。

Overlapping internal system, integration of enterprises management and public institution administration, difficult for the right of mineral exploration, imbalance marketization development, shrinking market of coal exploration, a single of structure, and weak market competitiveness have been the constituents of the problems that coal geological exploration units face. On account of this, this paper suggests that we should make great efforts on the following aspects. First, we must step up our efforts to develop associated resources of coal such as coal-bed gas, actively expand the extended industry of geology, and explore a way of diversified development. Second, we must enhance our efforts to open up overseas geological exploration market based on the strategy of ＂going abroad＂. Third, we must deepen reform of the system continuingly and build modem enterprise system. Fourth, we must optimize the structure of talent team, and set up reasonable income distribution and person employment incentive mechanism. Fifth, we should create a fair competition market environment, establish open new pattern of geological exploration economy on the basis of complementing each other with advantages and collaborated development.
