中政会作为党与政府的纽带机关,是国民党政治的重要组成部分,其行政效率如何,直接影响着国民党及整个政治体制。从中政会委员人数、委员兼职及会议体制三方面,可以对制约中政会行政效率的要素展开宏观与微观分析,揭示中政会会而不议、议而不决、决而不行的成因及其与国民党政治体制的关系。

The Central Political Committee, as a chain between the party and government organs, is an ira- portant part of the Kuomintang politics and its administrative efficiency directly affects the operation of the KMT and its entire political system. This article scrutinizes the number of members, part-timecommittee members and conference system, analyzes the restricting factors of administrative efficiency, and reveals the causes for the problems of CPC, namely, meeting without discussion, discussing without decisions, and making decisions with- out execution, and its relationship with the KMT political system.
