摘要
对北京至沈阳铁路客运专线建设项目的公众参与进行剖析,指出邻避冲突主要表现在公众利益诉求的多元化、环评公众参与有效性不足和公众意见调查存在瑕疵等方面。政府、环评单位和建设单位理性对话公众,保障公众的参与权,积极优化高铁路线方案,在缓和冲突方面起到一定作用。该案件对于我国未来的环评公众参与具有重要启示意义,强调环评信息公开的前提性、保障环评公众参与的有效性、政府在环境风险沟通中的管理理念转变,全面总结了公众参与的完善机制。
By analyzing the public participation in the construction project of the high - speed railway from Beijing to Shenyang, this paper indicates that the NIMBY conflicts mostly lie in the following aspects : the diversity of public' s interest appeals, the deficiency of the participation and the flaws of opinion survey in Environmental Impact Assessment. Fortunately, in this case, the government, EIA units and construction units are relatively rational to communicate with the public, ensure the participation rights and optimize the route plans of the high - speed railway, which make a difference in defusing the NIMBY conflicts. Definitely, this case gives essential enlightenments to improve the public participation of EIA in the future, such as the importance of information disclosure in EIA, the differences and applications of the ways in public participation, the change of management idea of government in environmental risk communication.
