农村土地流转视角下的村庄规划研究

Research on Country Planning Based on Rural Land Transfer Perspective

2008年10月,在十七届三中全会上正式提出的新的农村土地流转制度,立足解决我国的农村发展问题,必将会促进我国城乡一体化的发展。文章基于农村土地流转的政策背景,分析了土地流转对村庄发展的影响,进而从村庄体系规划、村庄规模规划、村庄布局规划、村庄产业发展规划、村庄发展及控制引导及村庄规划实施保障机制等方面提出了与农村土地流转相适应的村庄规划编制方法,使村庄规划更加具有可操作性,以促进村庄的合理规划和健康发展。

In the Third Plenary Session of the Seventeenth Central Committee in October 2008, the new reform of rural land circulation policy was formally proposed. Based on the new policy of rural land transfer, this article analyzes the influence on the development of villages that rural land transfer bring about,and furthermore,in order to adapt to the rural land transfer,country planning methodology was explored in the country system planning,country scale planning,country layout planning,country industry development planning,country development and regulatory guidance,safeguard mechanism to planning imptementation,which make the country planning more maneuverability and promote reasonable planning and the sound development of country.
