摘要2009年美国启动开放政府计划，开启了国际政府机构以数据开放展开数据与信息分享的重要议题，在世界范围内掀起一股保障公民“数权”的浪潮。2014年2月22日，加拿大根据G8开放数据宪章（G8 Open Data Charter）发布了国家开放数据行动方案，计划在未来3年斥资300万美元促进数字经济发展。
