跨部门政府信息资源整合与共享路径研究——基于知识管理视角

Inter-departmental Government Information Resources Integration and Sharing Path:A Research Based on Knowledge Management Perspective

文章通过对当前跨部门政府信息资源整合与共享中存在的问题、影响因素进行分析,探讨运用知识管理的理念、技术与方法来实现跨部门政府信息资源的整合与共享。以不同目标为导向,设计了跨部门政府信息资源整合与共享的具体路径:以提供政府知识门户为目标的跨部门政府信息资源整合与共享路径,以提高政府综合服务能力为目标的跨部门信息资源整合的路径,以实现资源利用价值最大化为目标的跨部门政府信息资源的共享路径,为满足公众信息需求、优化政府信息服务为目标的资源整合与共享路径,为完成同一任务、实现政府多部门间高效协作的信息资源整合与共享路径。本文创新性地从多方面提出并论述了跨部门政府信息资源整合与共享的路径,对我国政府信息资源的整合与共享工作具有实际指导意义。最后针对跨部门政府信息资源的整合与共享的实施提出了建议。

By analyzing the problems and influence factors of current inter - departmental information integration and sharing, this paper studies how to deploy the concepts, techniques and methods of knowledge management to achieve the integration and sharing of information resources across government departments. Several specific paths are designed with different goals oriented to provide government knowledge portal, to improve public services capacity, to maximize the value of the information resources, to meet the information needs of the public and optimize government information services, to foster efficient collaboration among multiple department to accomplish a single task. This paper creatively proposed and explored various paths to the integration and sharing of information resources among multiple departments. It is of signifiance to Chinese government in their real world practice to share and integrate information resources among different departments. Some suggestions are given to the implementation of inter - departmental government information integration and sharing.
