浦东新区构建新型中西医结合公共卫生服务体系研究

Study of constructing new integrative public health service system with traditional chinese and western medicine in Pudong New Area

浦东新区作为"国家中医药发展综合改革试验区"及全国首批"治未病预防保健服务试点地区"之一,两年来积极探索新型中西医结合公共卫生服务体系。本文从探究新型中西医结合公共卫生服务体系的工作方法,分别就如何构建完善组织架构、规范运行机制体制、明确工作职责与内容、强化非中医人员培训、实施信息化同步配套等5个方面所开展的工作,总结了构建新型中西医结合公共卫生服务体系之后中医预防保健项目所取得的工作成效。通过剖析在创建新型中西医结合公共卫生服务体系中存在的共性问题,笔者认为,构建中西医结合公共卫生服务体系势在必行,应注重中西医结合公共卫生服务服务模式创新,加强人才队伍建设,完善政策保障制度体系,继续加大对公共卫生事业的资金投入,做好宣传和推广。

Pudong New Area, as a “Nation Comprehensive Pilot Reform Area for the Development of Traditional Chinese Medicine” and one of the first batch of “pilot regions of disease prevention and health care services”, actively explore new integrative public health service system in 2 years. In this paper, from exploring new methods of work in integrative public health service system, namely on how to build a sound organizational structure, operate mechanism of institutional norms, clear job responsibilities and content, strengthen the non-medicine training, simultaneously support the implementation of information technology and other aspects, achievement in preventive health care projects are summed up. After the construction of integrative medical health service system, through analysis of integrative medicine in the creation of new common problems that exist in the public health service System. We believe, to build integrative public health service system is imperative which should focus on innovating integrative medicine on public health service model, strengthening qualified talent team to improvepolicy-guaranteedsystem and continuing to increase funding of public health and make good publicity and promotion.
