关于北京市公立医院改革试点工作的探索与研究

Exploration and study on the pilot reform of public hospitals in Beijing

北京市公立医院从2011年起先后开展六项医改举措,五家试点医院医事服务费改革的分批实施将医改带入深水区。根据《北京市公立医院改革试点调查评估实施方案》及北京市医院管理局对外公开数据显示改革初见成效,而医改中出现的问题则成为下一步医改工作的重点。现行医改问题主要集中在药品加成平移过程中,药品管理成本需要相应的补偿机制;医保资金总额测算和结余分配的完善;制订符合市场经济规律新医疗服务价格体系,合理体现医生知识劳动价值;继续深化现代化医院精细化管理理念,加强医院全成本核算,为深化医改奠定良好的基础环境。

Beijing public hospitals have launched six heahhcare reform initiatives from 2011, the implementation of five pilot hospitals in batches medical service fee reform will bring the health care reform into the deep area. According the available data show that reforms bear fruit, but the problems in health care reform has become the focus of the next work. The first is the cost of medicines management requires appropriate compensation mechanism; the second is to im- prove the prepaying system reform on total amount of medical insurance funds; the third is to develop the price of health care system which in line with the market economic laws, and reasonably reflect the value of physician knowl- edge of labor; the forth is to deepen the concept of modern hospital meticulous management, and strengthen the hospital cost accounting system.
