食品安全犯罪原因的研究不应仅以犯罪人为中心,被害人对犯罪所起的促发作用也不容忽视。食品安全犯罪被害人具有现实性、身份特殊性、被害过程长期积累性等特征。在一般情况下,被害人自身条件与观念的偏差及其不良心理因素对食品安全犯罪会起到一定的助推作用。因此,从被害人着手也能对食品安全犯罪起到防范作用,具体对策主要包括:给予特殊消费群体特殊关怀,加大对消费者的教育与法制宣传的力度,强化消费者的自律意识。

The study on the reason of food safety crime should be not only based on the criminals, the induced effect to the crime for the victims can also not be ignored. The victims of food safety crime have some characteristics, such as reality, the special identity, the long-term accumulation of victimization process and so on. Usually, the victims＇ own conditions, the concept deviation and the bad psychological factors to food safe crime will play a role. Therefore, more attention to the victims can also prevent food safety crime. Specific measures include： the special care to the special consumer groups, greater efforts to the education of consumer and legal publicity, and strengthening consumer awareness of self-discipline.
