摘要进入21世纪后,作为达喀尔世界教育论坛的直接后续行动以及受有效援助议程的影响,全球教育援助结构发生了重大的、积极的变化。这些变化有力地推动了全民教育进程。但同时,全球教育援助结构在提高筹资能力、资源配置合理性以及援助有效性等方面仍面临诸多挑战。为了更好地服务于全球教育发展议程,需要对全球教育援助结构进行进一步的调整。 The global education aid architecture has been experiencing important and positive changes in 21 st century,which are the follow-up of the World Education Forum（Dakar,2000）,and influenced by the agenda of effective aid. These changes have pushed strongly the process of EFA. But the global education aid architecture has also been facing many challenges,such as enhancing the capability of financing,optimizing the distribution of resource and improving the effectiveness of aid. This architecture needs to be adjusted so as to service the global education development agenda better.
