学前教育发展,财政投入和城镇化——基于辽宁省2000-2012年的动态面板数据分析 被引量:5

The Development of Preschool Education,Fiscal Input and Urbanization:Based on dynamic panel data analysis of liaoning from 2000 to 2012

摘要 分析了以入园毛入学率指标作为衡量学前教育发展水平在实证分析中的局限性,然后利用辽宁省2000-2012年的统计数据,建立面板数据模型实证检验学前教育发展水平与财政投入、城镇化水平、适龄学前教育儿童规模及当地经济发展水平的相依关系.研究发现:除了适龄学前儿童人口因素之外,地区经济发展水平和城镇化水平对学前教育发展水平影响统计显著,是促进学前教育发展的重要力量,而教育财政投入对学前教育发展的影响并不显著.最后根据分析结果提出了规划学前教育财政投入水平、尝试建立补偿学前教育需求方的财政直接补贴机制、取消"公(办)民(办)"的公共财政资助歧视和建立评价指标体系、形成有效的市场进出机制等措施. A controversy first is introduced about the validity which makes gross enroll- ment rate in admission as a measure of preschool education development level in the empirical analysis. And then, based on the statistical data of Liaoning province in 2000-2012 year, the paper builds a dynamic panel data model to analyze the dependence between preschool education development level and financial investment the level of Urbanization, preschool ed- ucation scale and the level of local economic development, using kindergarten numbers as dependent variable. Research results indicate: besides preschool education scale, the level of local economic development and the level of Urbanization prompt statistically significantly the development of local preschool education, otherwise, fiscal education input has little influence on the development of local preschool education. At last, some suggestions are introduced: first, quantificationally set fiscal input of preschool education. Secondly, abolish the discriminative policy of public fiscal subside, thirdly, build evaluation index system of preschool education and establish effective market entry and withdrawal mechanism.
