社会主义新农村建设是我国现代化过程中解决三农问题的主要手段，是构建社会主义和谐社会的重大战略决策。本文以临湘市忠防镇布局规划为例，从基础条件、现状问题分析和规划原则等方面进行探讨，提出了布局规划实施的策略和措施。

The construction of socialism new countryside is the main means to solve the agriculture problems in the pro-cess of modernization in our country, which is an important strategic decision of constructing socialism harmonious society. This paper takes Linxiang City ZhongFang town layout plan-ning as an example, discusses on the aspects of basic conditi-ons, status analysis and planning principles, and puts on stra-tegies and measures of layout planning.
