Through the ability to command and control based on information system of factor analysis, build the evalua tion index system. Based on the analysis of hierarchy process and fuzzy comprehensive evaluation, provide an evaluating mod el. Finally the experiment result shows that the evaluation model is reasonable and the evaluation result is credible.
