武汉市排水防涝规划编制中若干问题的探讨

Discussion on Some Problems in Compilation of Wuhan Drainage and Waterlogging Prevention Planning

随着近年来国内各大城市内涝现象的频繁出现,国家提出了编制排水防涝规划的要求。与传统的排水规划相比,排水防涝规划增加了内涝风险评估、数学模型计算、径流控制、雨洪利用等多个新内容。如何在规划中落实上述要求,并使其在城市规划、建设、管理过程中切实发挥作用,是本轮排水防涝规划编制的难点。以武汉市城市排水防涝专项规划编制为基础,探讨城市排水防涝专项规划城市径流控制章节编制过程中面临的问题和应对措施。

In recent years, as the waterlogging in many cities appeared frequently, the requirements for compiling the drainage and waterlogging prevention planning were proposed. Compared with the traditional drainage planning, the drainage and waterlogging prevention planning should be supplemented with waterlogging risk assessment, mathematical model calculation, runoff control, rainwater utilization and other new contents. How to implement the above requirements in the planning and to play their roles in the city planning, construction and management are the difficulties in the planning compiling. Based on the compilation of Wuhan drainage and waterlogging prevention planning, the problems and countermeasures in the compilation of the city runoff control section were discussed.
