摘要
针对油气企业开展信用销售随之带来的资金风险及管理成本问题,阐述了油气销售企业的信用销售存在的监控不力、缺乏信用管理部门、信用管理有分歧、信用评价不规范及信用管理人员素质不高等不足,结合油气销售企业自身经营的特点,提出了构建"5+3"信用标准化管理体系,即建立包括资信调查、信用评估、债权保障、账款清收及责任追究5个方面的信用管理流程体系和构建信用管理部门、开发信用管理系统、提升信用管理人员素质3方面的信用管理基础保障措施。
Some problems of financial risks and administration cost may be followed by credit sales for oil and gas sales companies.So, this study illustrates some shortcomings about credit sales such as the weak supervision, the dearth of administration section for credit, the disputes among credit management, the nonstandard credit appraisal, and the poor quality of credit administrators. Moreover, on the basis of the companies' own operating features, the construction of '5+3' credit-standardized management mechanism is put forward, including five management processes and three essential guarantee measures, in which the former is composed of credit investigation, credit appraisal, creditor's rights guarantee,credit clearing and receiving, and responsibility investigation; and the latter contains to construct credit management section, to develop credit management system, and to improve the quality of credit administrators.
