摘要
为促进气电集团海外业务发展,结合气电集团践行国家"走出去"战略获取海外液化天然气资源的发展历程及管理实践,分析了海外业务发展在国际资源获取、国内天然气保供要求、东道主阻力、海外人才发展、海外项目风险管理等方面存在的问题与挑战,并提出了气电集团深入贯彻"走出去"战略的具体对策建议。认为气电集团应充分发挥自身优势,保持与国家战略步调一致,依托国内天然气市场,精心做好海外业务的顶层设计,努力培养和维护好与东道国政府、企业的合作关系,进一步增强海外项目的风险意识,不断提升国际化经营水平。
Along with the enlargement of overseas business activities under the'Go Global'strategy, the CNOOC Gas & Power Group(the group) has secured many overseas LNG resources. Integrating their development history with management practices, we analyzed some problems occurring in overseas business activities to secure resources, to guarantee domestic gas supply, to face resistance to host countries, to develop overseas talents, and to carry out risk management of overseas projects. Meanwhile, some countermeasures on how to further implement the strategy were made. It is deemed that, the group not only should make full use of its own advantages and keep pace with national strategies on the basis of domestic natural-gas market, but also must strengthen the top layer design of overseas business and develop a harmonious cooperation with host government and companies. In addition, the group should increase its own risk awareness of overseas business and improve the international marketing level step by step.
