关于中国气象学会承接政府职能转移的前瞻性思考

中国气象学会在长期的历史发展进程中,在促进气象科学技术交流、气象学科发展、气象科学普及等方面发挥了巨大作用,目前承接相关政府转移职能和委托事项的基本条件已经成熟,但也面临着众多的挑战,如政府的惯性思维运作模式、相应的法规政策的缺失等。中国气象学会在积极争取承接政府转移职能过程中,需要进一步转变思想观念,加强资源整合,积极争取良好的政策支持;需要进一步强化服务意识,确立社会效益至上的办会宗旨,加强组织建设,多方筹措资金,从而全面提升学会自身建设水平,不断提高服务经济社会发展和气象事业发展的能力。

In the long-term historical development process, Chinese Meteorological Society has played a significant role in promoting the exchange of meteorological science and technology, meteorology discipline development, meteorology science popularization and other aspects. At present, the conditions are mature for the society to undertake the transfer of government functions and related matters entrusted, but there are also many challenges, such as government inertia of thinking mode of operation and lack of appropriate regulations and policies. In the process of actively seeking to undertake the government transfer functions, Chinese Meteorological Society needs to further change ideas, strengthen the integration of resources, and actively seek good policy support; it also needs to further enhance service awareness, establish the aim of social benefit supremacy, strengthen the organization construction and multi-financing, in order to fully enhance the institute＇s construction level, and continue to improve the ability to serve the economic and social development and the development of meteorology.
