Norman Longworth is the representative practitioner of Western lifelong learning,and many of his principles and strategies are novelty and targeted.By summarizing the concept of lifelong learning,and the necessity and the strategies of advocating lifelong learning,this paper tries to provide reference for cultivating the lifelong learning consciousness and the creation of a learning city.
