省域内易地补充耕地指标交易体系初探

Preliminary Exploration of Index Trading Framework for Occupation and Reclamation of Cultivated Land in A Province

作为土地出让和流转市场的重要组成部分,合理完善的易地补充耕地交易体系对土地市场正常发育和实现资源优化配置具有重要意义。从江苏省域内易地补充耕地指标交易的概念内涵和可行性出发,引入政府宏观调控机制和市场竞争机制,初步构建了一套以省级耕地指标宏观配置方案为指导的省域内易地补充耕地指标一级出让市场和易地补充耕地指标二级流转市场的完整交易体系,并阐述了交易体系的构成要素和结构。

As an important constituent part of land grant and transference market,the reasonable and perfect trading framework for the occupation and reclamation of cultivated land in a province has a significantly positive influence on the normal development of land market and the realization of optimal allocation of land resources. Based on the conceptual meaning and feasibility of index trading framework for the occupation and reclamation of cultivated land in Jiangsu province,through introducing the government＇s macro- control mechanism and market competition mechanism,this article initially constructed a set of complete cultivated land trading framework,which was comprised of the first granting market guided by the macroscopic optimal allocation scheme of province- level cultivated land index,as well as the secondary transference market for the occupation and reclamation of cultivated land index in this province,and expounded the components and structure of this trading framework.
