本文首先对水利质量管理中存在的问题进行了简单地阐述，然后提出了水利水电工程地基施工的具体要求，最后对施工当中的不良地基处理进行了详细地分析。以确保安全施工的前提之下，让水利水电工程能够顺利竣工，并且做到施工技术方面的创新与突破。
This article first briefly elaborates the existing problems in the water quality management, and then puts fo-rward the specific requirements for the foundation construction of water conservancy and hydropower engineering, and final y analyzes the bad foundation treatment of construction in detail.
