海南三亚生态问题及其生态保护路径研究

生态保护是实现城市高效、高质发展的核心保障,处理好生态保护与城市开发的关系,最大限度地降低城市开发中的生态环境代价,是落实党的"十八大"战略要求、实现"美丽中国"的重要途径。研究立足于三亚市的生态本底,深入分析三亚市面临的生态问题,并运用生态学的可持续发展理论指导三亚市的开发建设,创新了适应于生态保护的城市发展目标体系,通过生态功能区划建立了健康发展的生态平衡体系,并从要素管控、机制管理和实施措施等角度提出了三亚城市开发中的生态保护路径。

Ecological preservation is crucial to high quality urban development. Ecological preservation and urban development integration is a key issue in building beautiful cities. The paper studies the ecological resource and problems of Sanya city, plans Sanya urban development with sustainable theory in ecology, and sets up a set of pro-ecology urban development visions. The paper proposes a balanced ecological system through ecological zoning, and raises preservation methods in element control, institutional management, and implementation measures.
