城市在建建筑火灾的发生往往是由于建筑人员文化水平较低，安全意识欠缺，对火灾隐患视若无睹，不进行及时地扑救工作。这些工人没有受到专门的消防教育培训，发生火灾后惊慌失措，对本可以补救的小火置之不理，最后造成重大人员伤亡事件。

The happening of urban building fire is often due to the low level of architectural culture, lack of safety consc-iousness, the blind to fire hazard and no fighting and rescue work in a timely manner.
