试论中国国家公园体制的建构逻辑

Discussion on the Establishment Logic of China's National Park System

在《中共中央关于全面深化改革若干重大问题的决定》中明确提出建立国家公园体制的背景下,通过对当前国家自然与文化遗产保护与利用现状的反思和对国家战略方针的解读,选择性借鉴海外国家公园体制的模式,从立根本、改结构、融系统3个逻辑层级的角度,探讨由一个核心定位、两大先决条件、四大支撑系统构成的体制结构,为形成我国国家公园体制架构提供建议。

In The CPC Central Committee＇s decision of several important issues on deepening the reforms in an all-round way, the construction of national park system has been clearly proposed. In light of this, by drawing on the experience of national park systems of other countries selectively, and based on reflecting the current protection and utilization situation of national natural and cultural heritages as well as interpreting the national strategic policy, this paper, from the perspective of three logical levels of setting foundations, transforming structures and merging systems, discusses the institutional stnlcture which includes one core, two prerequisites and four supporting systems to form a thinking guideline Ibr the establishment of China＇s national park system.
